Earth moving, such as grading, topsoil removal, stream course changing, road cutting,
waterway construction or enlargement, removal of stream bed materials, excavation,
channeling, clearing, ditching, drain tile removal or laying, dredging and lagooning,
shall be so conducted as to minimize erosion and sedimentation and disturbance of
the natural fauna, flora, watercourse, water regimen and topography, and shall comply
with all applicable village, county and state requirements.
