Persons violating the provisions of section 82-27 shall, upon conviction, pay a forfeiture of not less than $40.00, plus costs, nor
more than $80.00, plus costs, for the first violation, and not less than $100.00,
nor more than $200.00, plus costs, for the second or subsequent violation within a
year.
