§ 50-194. Street surfacing.
(a)
After the installation, inspection and approval by the village engineer/DPW director of all utility and stormwater drainage improvements, the subdivider shall surface all roadways in streets proposed to be dedicated to the widths prescribed by this chapter, the village official map, or comprehensive plan or component thereof. Said surfacing shall be done in accordance with plans and specifications approved by the village engineer/DPW director.
(b)
The binder course shall be placed initially upon completion of the utilities utilizing interim inlets and asphalt wedged curb and gutter. The surface course shall be placed when 60 percent of the lots within the subdivision have been developed, but not sooner than one year after the date the binder course was placed. This surface course of asphalt shall also be installed no later than six months after reaching the 60 percent developed level provided the weather meets the village standards for paving, but in no case shall the surface be placed more than three years after paving the binder course. All failures in the binder course shall be repaired prior to paving the surface. Surfacing shall be done in accordance with plans and standard specifications approved by the village board, upon the recommendation of the village engineer/DPW director.
