§ 74-28. Rules and regulations.

The village administrator shall have the authority to make reasonable regulations concerning collection and disposal as he shall find necessary. Any person aggrieved by a regulation of the administrator shall have the right of appeal to the village board, which shall have the authority to confirm, modify or revoke any such regulation.
